Why do York County crawl spaces stay damp?
It's mostly the air and the clay. Rock Hill has a humid subtropical climate, with hot, humid summers and around 42 to 43 inches of precipitation in an average year. A vented crawl space draws in that summer air through its foundation vents, and when the air meets cooler soil, ducts and framing below the house, its moisture condenses. The U.S. Department of Energy's Building America program has noted that in humid climates the outside air is frequently wetter than the crawl space air it replaces.
Then there's the ground. The USDA's soil survey of York County maps a long list of Piedmont soils, from Cecil and Appling, formed from granite and gneiss, to Iredell, which developed from darker basic rocks and has a plastic clay subsoil. Dense clay like this doesn't soak up a downpour quickly. Roof water that isn't carried away can run across the surface, get under the house and leave the clay floor wet for days.
Signs your crawl space needs attention
- A damp, musty smell inside, worse in high summer
- Puddles or slick, wet clay under the house after storms
- Sweating ducts, air handler or cold water lines
- Plastic on the ground that's torn or doesn't reach the walls
- Insulation that's sagging or lying on the clay
- Soft spots near tubs, toilets or exterior doors
- A CL-100 that lists moisture readings of 20% or higher

What does South Carolina's code allow?
South Carolina builds to the 2021 International Residential Code with state modifications, effective for local jurisdictions since January 1, 2023, according to the SC Building Codes Council. The code allows a sealed, unvented crawl space as long as the ground is covered with a continuous vapor retarder whose seams are lapped and sealed and whose edges run up the foundation wall and are sealed there, and as long as the air is handled one of a few approved ways, such as a properly sized dehumidifier or a small supply of conditioned air. The local building inspector decides how it applies to your house.
Who handles permits?
In the City of Rock Hill, residential permits for renovations and repairs go through Planning and Development's online portal, and the city requires every contractor and subcontractor to hold a city business license before it issues a permit. York County's Building and Codes division covers unincorporated areas and checks that contractors hold the right state license. Fort Mill, Tega Cay, York and Clover are separate municipalities, so ask the contractor which office covers your address.
Buying or selling a house in York County?
South Carolina's official wood infestation report, the CL-100, has to include moisture readings taken around the inside perimeter of the crawl space. State regulation treats wood moisture of 20% or more, or standing water, as an excessive moisture condition. If a report comes back flagged, the contractor you're connected with can find the cause and write up a proposal for you to work from before closing.
Is Rock Hill Crawl Space the contractor?
No. We're a referral service. We pass your call or request to an independent crawl space contractor that serves your address, and that contractor inspects, prices, performs and warranties the work. Before you sign, see how it works and what to ask and the York County crawl space guide.
